This isn't insignificant, but it's not enough to reduce the spec's overall output to a point where its viability might be brought into question. Taking all the changes we know about as of now into account, Shadow is looking at a roughly 4% overall nerf in Single Target damage. Unlike the change to Dissonant Echoes which we saw before, this round of changes will have an impact on Shadow's standings and performance in PvE content, as well impact legendary choices moving forward into 9.1.
The Mind Blast damage bonus provided by Talbadar's Stratagem has been reduced from 60% to 55%, resulting in an 8% reduction in the legendary's effectiveness. The Shadowflame Rifts generated by Shadowflame Prism have had their damage reduced by 15%. Vampiric Touch's damage has been increased by 25%. Shadow Word: Pain's damage over time has been increased by 25%. Devouring Plague's direct damage, and damage over time, has been reduced by 18%. If this effect is reapplied, any remaining damage will be added to the new Devouring Plague.
Devouring Plague Afflicts the target with a disease that instantly causes (65%53.3% of Spell power) Shadow damage plus an additional 4 Shadow damage over 6 sec.
